Summary: The California Environmental Quality Act (CEQA) requires that Lodi Unified School District (District), as the Lead Agency, assess the potential for, and significance of, impacts to elements of the natural and human environment of the Houston Elementary School site.
The Lodi Unified School District has prepared an Initial Study pursuant to California Environmental Quality Act (CEQA) and the CEQA Guidelines (Public Resources Code, Division 13 and California Code of Regulations, Title 14, Chapter 3) evaluating the potential environmental impacts of the Houston School – Joe Serna Jr. Charter School –Transition and Expansion Project. The Lodi Unified School District proposes to adopt a Mitigated Negative Declaration ("MND") because the Project construction and operation would not have a significant effect on the environment. This MND and the Initial Study describe the reasons that this project will not have a significant effect on the environment and, therefore, does not require the preparation of an environmental impact report under CEQA.
The Lodi Unified School District has reviewed the proposed project and determined that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because revisions in the project have been made by or agreed to by the project proponent. The proposed Mitigated Negative Declaration has been prepared pursuant to Title 14, Chapter 3, Section 15070 of the California Code of Regulations.
Availability of the IS has been advertised as required by law. Consistent with the rules of order under which the Board of Education conducts its meetings, a period of public comment will be opened in order for the Board to accept comment.
Funding: This Public Hearing has no financial impact on the District.
Recommendation: This hearing is required by statute as part of the California Environmental Quality Act (CEQA) process. No action by the Board is required following the Public Hearing.
